What are the social and political consequences of poor state governance and low state legitimacy? Under what conditions does lynching – lethal, extralegal group violence to punish offenses to the community – become an acceptable practice? We argue lynching emerges when neither the state nor its challengers have a monopoly over legitimate authority. When authority is contested or ambiguous, mass punishment for transgressions can emerge that is public, brutal, and requires broad participation. Using new cross-national data, we demonstrate lynching is a persistent problem in dozens of countries over the last four decades. Drawing on original survey and interview data from Haiti and South Africa, we show how lynching emerges and becomes accepted. Specifically, support for lynching most likely occurs in one of three conditions: when states fail to provide governance, when non-state actors provide social services, or when neighbors must rely on self-help.

We present a new concept applicable to the epitaxial growth of dislocation-free semiconductor structures on a mismatched substrate with a thickness far exceeding the conventional critical thickness for plastic strain relaxation. This innovative concept is based on the out-of-equilibrium growth of compositionally graded alloys on deeply patterned substrates. We obtain space-filling arrays of individual crystals several micrometers wide in which the mechanism of strain relaxation is fundamentally changed from plastic to elastic. The complete absence of dislocations at and near the heterointerface may pave the way to realize CMOS integrated SiGe X-ray detectors.

When technology speaks language: an evaluation of course management systems used in a language learning context

In light of the growing popularity of the use of computer management systems (CMSs) in higher education today, this study critically evaluates CMS adoption through a content-specific lens. By employing a mixed-method approach, the study examines college teachers’ and students’ experiences and perceptions of CMS adoption for language learning and teaching purposes. The findings show that despite the users’ perceived advantages of using CMSs in language courses, the systems’ lack of content-area specificity undermines many of the potential benefits. The study calls for better-rounded professional training to assist language teachers in integrating CMS functions strategically into their disciplinary pedagogy and incorporating multimedia language resources selectively to maximize the benefit of CMSs. Furthermore, the findings demonstrate the importance of developing content-specific CMSs with functions tailored toward pedagogical needs in different contexts.

Summary
Introduction
The purpose of this chapter is partly historical, partly conceptual. It is an attempt to articulate the performative element implied by the metaphor of the social contract, a metaphor that served as one of the basic social paradigms in early modern and Enlightenment social thought and only a generation ago began to enjoy a revival mainly due to John Rawls' Theory of Justice and, to a lesser extent, the wintrier Calculus of Consent by Buchanan and Tullock. Though almost all of today's contractarians have taken to heart David Hume's early critique of the idea of an original contract (Hume 1948), I do not think that the exchange of promises or some equivalent performance that Hobbes and others deemed necessary for establishing a commonwealth is merely a theoretical chimera. Indeed, the particular type of consent that the earlier social contract theorists assumed people showed to their government has, as we hope to show, a strong performative element to it that deserves further theoretical attention. In particular, if sociologists with an interest in performance were to examine Hobbes' way of framing the contractual institution of a sovereign they would discover a nice interlocking of concerns relating both to problems of social fusion and the staging of collective representations (see the contributions of Alexander and Giesen in the present volume). Our reading of Hobbes will add a certain performative twist to the contractarian paradigm and will enable us to reframe some of its seemingly sterile or misplaced idealizations as the dramatic effects necessary for its successful discursive implementation.

High-quality GaP, GaP@GaN and GaN@GaP nanowires were grown by a convenient vapor deposition technique. The wire-like and two-layers structures of GaP@GaN and GaN@GaP core-shell nanowires were clearly resolved using X-ray powder diffraction and high-resolution transmission electron microscopy (HRTEM) and their growth directions were identified. Photoluminescence intensity of GaP@GaN nanowires increased as temperature increased. The result was interpreted by the piezoelectric effect induced from lattice mismatch between two semiconductor layers. An unexpected peak at 386 cm-1 was found in the Raman spectra of GaN@GaP and assigned to a surface phonon mode due to the interface. Detailed synthetic conditions and possible growth mechanisms of those nanowires were proposed.
